I see no reason why not.

Yeah, its legal (as long as it's the ships dial, not something from Thrawn or Piett)
But as mentioned, you can only resolve a ships command once per activation. so no spending 2-3 tokens of the same type in one activation.

With a defense or a weapons liaison (or both) you can easily become a command 1 SSD as well, having tokens to spare.
Lira is an option - but you then have to consider - is Grint/lira at two Officer skits more or less useful than a DCO with your twin Contains?
Delicate balances tgat way. I found it only worked on a command where I was also forcing through STM!
What you could do is add "Shields to maximum" to the mix and then use Grint+executor to regen 4 shields a turn. 2 from dial, 1 from SSD token, use Grint token to activate "Shields to maximum" for a total of 4.
