I think Vultures with ESC are pretty perfect right, even could go up a single point. Grappling at 3 seems very reasonable. And two grapplings for 6 points in a list seems pretty reasonable an investment.... so... whats got your guff?

Grappling at 3 is where this falls. 1, I'm really not sure it's worth 3 points, and personally would never play it in a serious list at that price, and 2 , the grappling was supposed to be something that made the ship different from the others. Such a defining trick for a ship should, in my opinion, be easier to include in a ship build, especially one you want to spam like 5 or 6 times.
I think at 2 I might consider it, and at 1 it would be good. And that's because, as cool as staying put on a rock sounds, it's just not very good. You're telegraphing where you'll be next turn and you only have a choice of 4 different arc you can look at (as opposed to just the 8 you can get from speed 2 maneuver)
Grappling Struts should be either 1 or 0 points. Noone is seriously considering them at 3p.

It’s like Dedicated. There is a place and a use for it. It’s just the opportunity cost seems too high.
Granted this is more self evident for Dedicated given the constraints. Struts are much more affordable at only 3 points instead of 7.

The question is - why would you want to spam multiple grapplers? There's not really a use for more than one or two, since most of the action takes place flying around the board; there's limited utility to grappled Vultures other than as Discord or ESC turret emplacements, or in the case of DFS-311 as a battery for Calculates; and they are severely limited in the ways they can move, as well. I mean, you might want to consider launching them from rocks as blockers, but you need some strong support for that. Personally, I have no problem with the cost or the use on fewer fighters.

Not if they're flying Vulture swarms - but not everyone flying Separatists is either able to fly or interested in flying Vulture swarms. Speaking for myself, I prefer mixed squads with three or four Vultures and a Belbullab or an Infiltrator, and this is due to both choice and the inability to buy four more Vulture fighters.
If people aren't thinking of taking one or two with Grapplers, you are missing out on a great tool. I agree that it's too expensive for all your ships, but you don't really want them on all your ships.
I like to have my Vulture Swarm approach the enemy and one, maybe 2 Vultures sitting back and giving support. Butterbot is perfect to dish out a Calc token within range, but not getting shot at. He's the best user of Grapplers. Having one Vulture dishing out ESC is also great. Sure, you know where he will be, but you have the rest of your list to distract them.
