OS-1 vs Cluster Missiles

Correct. While it's similar in effect, OS-1 does not constitute an " Attack [ / Lock ]:" requirement.

I'd quibble on one minor bit of phrasing: OS-1 does not prevent the bonus attack-- having a disarm token prevents the bonus attack. OS-1 doesn't restrict your attacks at all. Instead, it provides a selective exemption to a different restriction.
