Os-1 works for the initial attack but due to it having its own "against targets you have locked" limitation separate from the Lock requirement of Cluster Missiles Os-1 blocks the bonus attack since Cluster Missiles requires the bonus attack be against a different target other then the first one attacked.

Correct. While it's similar in effect, OS-1 does not constitute an " Attack [ ➕ / Lock ]:" requirement.
I'd quibble on one minor bit of phrasing: OS-1 does not prevent the bonus attack-- having a disarm token prevents the bonus attack. OS-1 doesn't restrict your attacks at all. Instead, it provides a selective exemption to a different restriction.
