Why are there so few guardians?

I know that Guardian is good and If a lot of characters have it, it would make it's value drop but shouldn't ffg give us more options to chose from?

Maybe that is the whole point of guardians? Only few are able to protect others from attack, and that is what makes them so unique and special.
