Anyone know of a way to more easily create playmats for use in custom games?

I made this one in microsoft paint, based upon someone else's work, by erasing and creating my own borders and cutting/pasting icons into new locations.

Perhaps a way to layer the images? I think we can all appreciate the ability to modify the terrain, added new "states/territory borders/ocean spaces"
