As it says 'Using' in the discription, I've played it as allowing the Millitant to act at +2 I for actions related to the chosen weapon (and any other action that round). Yeah, this means the guy swaps between two different Initiatives a lot, but as we only have one Militant in the party, it hasen't been to bad.

If you want a simpiler method, you could rule that he gets the bonus so long as the weapons out and/or drawing the weapon is the first action.

I'd go for the second option that Quicksilver has suggested.

In my view, the +2 initiative represents the Arch Militants ability to react quickly in a combat situation with her chosen weapon.

For example, the Arch Militant is a basic weapon master, so she's patrolling along some dodgey looking back street alley with her boltgun in hand. Bad guys pop out and try to ambush her. The Arch Militants weapon training and experience kick in, and she brings her weapon to bare with lightning reactions (+2 Initiative).

Hope this makes sense.

Agreed, the arch militant should get the bonus in any round in which he will have the weapon drawn. i.e. in beginning of combat with no weapons drawn the arch militant can still get the bonus by drawing the weapon in the first round. It stands to reason that he should draw the weapon faster aswell.

And yes, it says using in the description, but surely an arch militant taking a full action round to position himself for opportune sniping with his rifle would also decide faster where such a weapon should be used from. He's only moving, but in combat more or less everything you do relates to the weapon you'll be using one way or another. I say any round in which he's holding the weapon counts, it seems the easiest and most consistent way to do things.

I see it as muscle memory, they used the weapon so often it comes natural, they almost react before they decide to react.
If the character has Quick Draw I als also allow the bonus since drawing the weapon is a free action.
