I have an issue with timing, in regards to lieutenant battles.

My gaming group wants me to spend my treachery before I see the map, which seems a bit odd, is there any sort of ruling on this?

Buying treachery is part of the OL setup for the encounter, which comes after the map is drawn since the Lt is the encounter card.
