Am i correct in assuming that if i play this on my attack instead of my opponents i just get to draw a card (albiet rather expensively)?

R commit 1 foundation: after your opponent plays and ability that would reduce damage, cancel that ability's effects.
granting the opponent's attack +2 speed and drawing 1 card are two entirely separate events in the same ability. There's nothing in the ability connecting the two effects, they just both happen. One does not rely on the other.
So if it's during your own attack, you will just draw 1 card.
