Makeup can work for some of the near-humans (and is especially useful for hiding facial tattoos), but others are going to require a bit more. Contact lenses are going to be useful for disguising really exotic eye colors (like the yellow eyes of Pantorans), and an elaborate turban or headdress might allow a Zabrak to conceal their horns. From all of the SW media, it seems that disguises are much easier to pull off IAGFFA than they might be in the real world, so assume that a disguise kit and appropriate clothing can do a lot as long as the basic body size & shape are about right..
I'd run it about like the system handles other related things like concealed weapons.
1) attempting this requires a disguise kit and that you look fairly human.
2) if you need to make a check just to see if it even works at all depends on how close you are to human. A Mirlirian, Pantoran, or Chiss is good to go, no check required proceed to step 3, but something with really weird or unusual features, like say a Twi'lek, will need to make a check to figure out those features.
3) The disguise is considered generally successful if the species was really near human making the disguise relatively simple, or passed the check. The player can walk around confident they look human enough for public activity.
4) If they find themselves in a situation where they are receiving extra scrutiny, like some kind of security check point, the person attempting to see through the disguise makes a check opposed to the players Deception skill, plus modifiers.
There is some fine details and specific situations that can be discussed further, but big picture this allows the base activity to occur easily for situations where the player might just be laying low or something, but allows a check to be made at specific story points where thier exposure would actually matter.

In the Inferno Squad novel, Kage were able to pass for humans with makeup and contact lenses.
It depends on the species.
A Chiss would definitely need a make-up kit to hide their skin color and rather distinctive red eyes, while an Iridonian Zabrak could probably get away with a hood or large hat or a very large wig to cover up their head spikes, and Mirialians just needing to alter their skin tone. A Weequay might be able to pull it off, but would definitely need both a disguise kit and head gear. For a near-human species without a specific existing name, it depends on how far from human they are. Something like a Vulcan (pointy ears) or Bajoran (nose crest) would find it very easy to pass as Humans (heck, Spock did so in ST4: Voyage Home), while a Theelin or Twi'lek (technically classified as near-humans) would find it much more difficult but perhaps not entirely impossible.
A good rule of thumb might be to ask "how much work it take a movie studio to make a human actor look like a particular species?" If the answer is "simple make-up and light or otherwise minor prosthetics," then the species can probably pass as human with a little work, such as a disguise kit and appropriate clothing.
The issue with non human species is that they typically have stuff added rather than removed. (See Star Trek’s signature rubber-forehead aliens) It’s easy for a human to look with a Togruta by adding montrals and face paint, but a Togruta would have a significantly harder time removing the montrals. Same sort of thing with Cereans, Twi-leks, and Zabraks.

This is an area where fine details and player creativity matter.
Player: I'll disguise myself as human and blend in with all the high falutin human attendees!
GM: You're Togruta, looking human is going to be pretty much impossible for you.
Player: I shall impersonate Naboo royality.
GM:...I...I don't...I can't.....what?

Skin coloring cosmetics are a thing in Specter of the Past.
A zabrak could disguise themselves as human with a puffy wig, possibly from their own hair. The tats are cultural and not genetic so those that grew up outside of normal Zabrak culture might not have them. Twi'Lek could disguise themselves as human either by going in something like Naboo noble style (heavy makeup, big headdress) or maybe some really wild hair (as least for a female).

Just be aware that without those tattoos, the character wouldn't get their Scary Face (Fearsome Countenance) species ability.
