So my question is if using Tavson and he is defending. Attacker rolls a hit and crit, green die blanks. When the hit damage is applied, can he use reinforce and negate the crit?

No. Deal Damage takes place after Neutralize Results. By the time he's starting to take damage, it's too late to use the Reinforce token.
no. there is currently no standard way to spend a reinforce token. you could use card effects, such as landos, to spend any green token (including reinforce) to reroll dice, but that's it.
a reinforced ship benefits from the constant effect the token provides, as in it cancels out a hit or crit result while you defend, as long as more than one remains, during the neutralize results step. provided of course the attacking ship is in front or back of you respectivley, depending on which way you are reinforced.
the token is removed during the end phase, unless it's jammed off or some other effect removes it.
hits are always cancelled before crits, unless otherwise stated by an effect (zeb, for example)

Ahh thank you, that makes sense. There was some debate at a local tournament, glad it's clear.
