He is a troll.
..the droid that is, trolling around inside that big ship.

He's also apparently the only member of the First Order that is competent enough to realize that cargo boxes should not be rolling down the halls, crashing into walls, and noisily making beep noises, which doesn't seem to bother any of the trained guards or troopers BB-8-Box obviously passes on the way to the tracking scanner room.

In his defense, he also discovered Poe and Rose.
First off, crew card. AFAIK no small FO ships use astromech slots. This puts him on whatever Huge ship debuts for First Order, and allows him to be used on the Upsilon as well.
Second, he's pretty aware. Wickedly sharp and calculating on those who would sneak up or around near him.
"At the beginning of the engagement phase, roll 1 defense dice for each enemy ship behind you at range 0-1. Assign a calculate token for each focus result rolled."
Cost 4 points.
Yeah, that sounds cool.
BB-9 could be a crew upgrade like R2-D2, GNK or Chopper.
I'd make him have a Perceptive Copilot-like ability:
"After performing a Focus or Calculate action, gain 1 Calculate token."
4 points

At the beginning of the Engagement Phase, you may spend 1 [charge] and then discard 1 [lock] token from your ship or discard 1 blue token from 1 enemy ship in your firing arc at range 0-2.
2 Charges, non-recurring
He's good at spotting hidden enemies, but still has value in games without cloakers present by removing Locks.

Obviously they just have very large mouse droids in the First Order.
CB-23 needs some love too...

Well....duh. Have you seen the size of their star destroyers? And their Death St... I mean, Starkiller Base?
Instead of crew, you could make him a Gunner upgrade:
When attacking, if the defender is in your (rear arc) your attack cannot be obstructed.
When you are declared the target of an attack, if the attacker is in your (rear arc) gain one calculate token or assign the attacker 1 stress token.
10pts.
Cuz, ya know, he sees through "obstructions", can't sneak up on him from behind, he is calculating, and he kinda stresses Finn and company out.
Could be pretty good on a TIE sf...
We do need more gunners in the FO.
I wonder if there are any plans to create a Crew that can be placed in the Gunner slot or vice versa.
Just daydreaming. Something simple like a crew/gunner that can give you a red reload or something.

That's a neat idea. Would be pretty easy to do by making it a dual sided card; one side Gunner slot, the other side Crew slot.
keep it dotted so you can't spam it; fun design space.
They are just so cool looking!
Ah heck, just make a new TIE Fighter one that was designed to have Droid in it, I don't care if it is the TIE Scout or even a TIE Vanguard that never had a droid slot. Put it in FFG! Make something up !

Look. With how things are in the galaxy, would you be surprised to see a dumb, malfunctioning droid?
I'd agree on Crew, but also give the option to use it in an Astromech slot as future proofing. Also, there also should be a Quickbuild with this, certainly a silencer, maybe even Kylo's Silencer. Hate and BB-Hate. Just because.
This little droid is a sneak, so perhaps needs some sort of sneak ability.
- BB-9E: At the start of the planning phase, if you are behind an enemy ship at Range 1, assign the "Tailed" condition to it.
- Tailed: During the Systems phase, reveal your dial. At the start of the engagement phase, if an enemy ship with BB-9E is behind you at Range 1, it may acquire a lock on you. Remove this condition in the end phase.
So it's a card which helps you sneak, and if you sneak well rewards you. But it's also a trap. If your opponent knows you're likely to try to stay behind someone, they could K-Turn or use that ship as bait, setting up a killbox at R1 behind their own ship.
Not-BB-8
Crew
1 Charge, regenerating
Action: Spend 1 charge. Until the end of the round, you have the cute appeal of BB-8 combined with the bad-boy edginess of the First Order.
DRK-8: W hen you remove a focus token from your ship, assign a calculate token to your ship.
When no one else is watching, lil bro is calculating.
