Yes, as Ionisation only restricts your choice of action in your Perform Action Step, both mentioned abilities resolving outside of it.

Well, according to the RR, it is mentioned in PP 12 as follows:

Additionally:

· An ionized ship cannot perform any action except the focus action.

The statement restricts the choice of action not only in Perform Action Step, but also while the ship is ionized, as I understand.

So I would say, Fine-Tuned Controls cannot be triggered after a fully-executed ion maneuver, since the boost action and the barrel-roll action are not allowed because the ship is ionized.

Comparatively, Ahsoka's pilot ability can be triggered after a fully-executed ion maneuver, but the choice of action will still be restricted to the focus action, if you choose Ahsoka herself as the target of the ability. Anyway, another friendly ships chosen as the target of Ahsoka's pilot ability can still choose to perform an action other than the focus action unless they're ionized.

Between now and when I've written my answer we've had almost a year pass by, a global pandemic unfold on the world and X-wing: The Miniatures Game's FAQ be updated a handful of times, including the Ion effect being reworked to work as you've highlighted. 😉

Ryfterek was correct at the time, but the rules were errata'd since that post specifically to address squirrely Jedi that would get ionized and still boost or roll after word with FTC.
