My highest pilot is I5 (Obi) while theirs is I6 (Wedge). My lowest is I2 (Troopers). I’m at 198 while they are at 197. Who should take initiative and move/fire first?

Since you have 2pts bid and they have 3pts bid, the decision is theirs. Your Initiative overlaps only on Wolffe/Dutch/Garven I'd say he should go first. It gives him advantage in obstacle placement and he can block your ARC with it's predictable dial, while you can't utilise it's medium base for blocking. Also in my opinion Veteran Tail Gunner is a dead card most of the time, you would be better off with Commander Cody. Also you'd be better served by Synchronised Console on Torrents rather than on ARC for those rockets.

If you able to drop an upgrade (VTG for example) I would then take initiative. V-19s get in the way and Wolffe can shoot first over Dutch and Garven. Then if you have Cody in your list, the target ship may be strained for the V-19s to follow through on.

Then you can pass on your TL to a V-19 and not feel bad about missing out on the re-roll.
