Yes but, where in the chain of command does that give him authority to (for example) "deploy the garrison" of the Scarif base? Who he pushes around and gets pushed around by is what I find strange in the film.

He was clearly the highest ranking Imperial in the room, as I said he is the equivalent of an Admiral or General.
Major General Sotorus Ramda was the commanding officer at Scarif,* whom many considered lax and personally assumed the command was more of an honorary and ancillary position prior to his retirement.
As an example in our world, the Secretary of Defense outranks all the Admirals and Generals of the Joint Chiefs, or the White House Deputy Chief if Staff, of which there are currently two, is equivalent to the US Armed Forces Rear Admiral or Maj. General.
*Fun fact, Scarif got its name from when the director got his own name, Gareth (Edwards), misspelled from an order of a cup of coffee.

People can joke, but IMO Himser deserves a sodding medal for battering Lucasfilm's total clusterhump of ranks & uniforms into something even vaguely comprehensible.
What's sad of course is that it will almost certainly be invalidated next time they do any rise of the empire/GCW-era content and decide that, this time, Captain is a 3x3 grid of lime green and shocking pink tiles in a checkerboard pattern or somesuch lunacy.

I think deep in the recesses of my mind, the issue comes from the (US) civil war, when people were told explicitly not to follow orders from officers outside their own regiments.

He said they dropped the whole liberal propaganda from the last movie and just focused on making an entertaining movie.
He said very predictable, but a good conclusion to the Skywalker saga.
Here is the thing, if it is really as bad as all the critics and 90% of the people who have gone to see it are saying it is, I will go "oh well" and move on instead of spending the next two years shouting for the firing of everyone at Disney and whining that my favorite fan theory didn't get featured.
I am going to try to see it sometime in the next week or so with my kids. My oldest son was 4 when TFA came out. He was 6 when I took him to see TLJ. He is 8 now and is the biggest, truest Star Wars fan I know. I want to finish the journey I started with him and see this trilogy to the end. We loved The Last Jedi. It spoke to me on a deep personal level and I don't care if no one else understands or gets that.
I can't believe that my son is twice the age he was when we started this adventure! It has been such a special experience as a dad. Regardless of how it ends, it is the memories I have made with my kids along the way that matter most to me.

Trust your buddy! Having seen it on opening day I agree with what he told you.
I fully support what Imperial Advisor Arem Heshvaun said in his spoiler-free review btw (and yes, I wore my imperial uniform to the screening).
I think it was great, enjoyed every moment of it.
