Loose Cargo / Spare Parts Trigger Timing

Yes. You can drop them where you want, and nothing prevents that being on another obstacle.

Interesting. Personally, I feel that dumping an additional two stress and potential crits onto a ship would be too much under the circumstances, as the ship was already overlapping the original debris cloud and had suffered the consequences for that.

Now that I think about it I do feel like immediate effect is a bit powerful especially if it triggers a move on all other obstacles (and other possible card related effects that trigger when you 'move').

Even just picture Dash Rendar flying past Vader and dropping a debris cloud under him. Whoops, take a stress Lord Vader. No more supernatural for you. Initiative 6 comes up next and Vader reveals a K-Turn. Now an illegal move.

Seems highly uninteractive and unmitigatable, Not what I think FFG intended for 2.0.

i don't see it as that big a problem and i believe players should be rewarded for managing to dump heaps of scrap on top of other ships.

i wouldn't like to see ships suffer the effects of obstacles they are already overlapping again when they get a debris cloud dumped onto them, though.

if vader got a debris cloud on top of him, he probably wouldn't be able to use supernatural reflexes to barrel roll or boost anyway, since that would often force him to place the template for boosting or barrel rolling on top of the obstacle, so it would be illegal anyway. if vader has dialed in a k-turn in a position where he risks getting a rigged cargo dropped on top of him, he will just do the two white straight maneuver ships always do when they're trying to execute a red maneuver when stressed.

of course, it's very bad for mr darth vader in that situation, but that's kind of the point of the upgrade. right now, it's mostly used in lists where several ships are carrying the trick shot talent, which is not as fun as lists using it to exert control on their opponents. also, the spare parts carnisters are kind of fun. i'd like to see them be more useful.

that's just my opinion, though. either way, different tournaments rule this differently, which is a bigger problem. no matter if it's decided that you should suffer the effects of the debris immediately when overlapping it, or that nothing should happen unless you move through it later, it would be great if there was a consistent official ruling for everyone to follow.

Fully agree with that. FFG currently too busy revealing new plastic trinkets at SWC I reckon.

I am perfectly happy with the way debris clouds worked in 1.0, powerful though as it is but they do need to tidy up the rulings. I do agree that the spare parts canisters seem of limited use without instant effect, though I guess it is primarily an astromech charge with a secondary function.
