Seevor and its not even close
Seevor- his ability is only dependent on the opponent's bullseye arc, rather than base size, so you can more easily use it just based on your own piloting. Ahhav is entirely dependent on the opponent's list, and that is something that you have no control over. So if your opponent doesn't bring Medium/Large base ships, Ahhav has just become a 5 point more expensive Mining Guild Surveyor with I3, rather than anything special. Seevor always has the possibility of being useful- it is just based on how you/your opponent fly rather than what you bring.
Always, always take Seevor over Ahhav. If you can guarantee that your opponent will be taking a Medium/Large ship, then Ahhav is a good second MGT.
Edited by IkkaAlso, hyperspace specifically tends to discourage large based ships because (at the moment) a lot of large and medium based ships aren't included in scope.
Seevor is the pick. I was really excited about Ahhav when the Mining Tie was originally previewed, but as others have pointed out, there are so many small ships out there in both metas right now (especially with all the vultures and Jedi flying around) that Ahhav isn't going to shine. I think someday he'll be a good pick and just think of how he'll shine in Epic!
Edited by dadocollinI was running both in the same list for a while, did pretty well with it. Seevor jamming away a medium or large ship's token for Ahaav to hit them with his boosted attack always felt good.
Seevor is easily better though. His ability works every match, Ahaav's only works if your opponent cooperates and brings medium or large ships.
Haven’t gotten around to Ahab, er, Ahaav, but Seevor has been kind of a standard Scum filler ship for me. He can ignore asteroids, jam off tokens, and be a nice general nuisance to hopefully give my bigger guns a little breathing room.

Ahhav might be more dependably useful in hyperspace now that Republic ARCs are everywhere.

Juke Seevor is my favorite filler.
Seevor is definitely the more powerful of the two, but both are good. I like to fly both in the following list:
