To expand upon @JBFancourt 's answer, placing a ship during setup does not cause overlap. Executing a maneuver , or otherwise moving , is what creates overlap... and overlapping* is what causes you to suffer obstacle effects.

(* It's still not 100% clear whether an obstacle placed UNDER another ship - like Loose Cargo or Spare Parts Tokens - also causes the effects of overlapping to occur).

This is covered on page 26 of the updated Rules Reference (v 1.03);

”Q: If the Loose Cargo from Rigged Cargo Chute [󲁘] overlaps another ship, what happens?
A: It is placed underneath the ship, and the ship overlaps it.“

Thanks a lot

The argument here is for the specific obstacles. Both Debris and Asteroids abilities being triggered by specific event.

"While a ship executes a maneuver," or "While a ship is moving, but not executing a maneuver". Both of these descriptors under the Obstacle description seem to indicate it is Only checking for overlap for its effects, if its moving or executing a maneuver. The Mechanic, 'Overlap' by itself only does something specific for overlapping ships.

I can see both sides of the debate. I get the intent is likely that its suppose to trigger the debris effects, otherwise whats the point of it saying it overlaps if overlapping alone does nothing with obstacles.

Also the rules for overlapping anything only occur " While a ship executes a maneuver or otherwise moves ", but the FAQ clearly indicates that a ship can overlap a debris cloud without executing a maneuver or moving so it's not a far stretch to say that it can also trigger the consequences of overlapping that debris cloud without executing a maneuver or moving.

While the ship definitely overlaps the token, it is not clear whether or not the ship suffers the effects of overlapping.

to be precise, it's not clear whether you should suffer the effects of overlapping an obstacle if you're not moving while overlapping that obstacle.
