Plo seems like an interesting support character, but has anyone used him yet? How do you fly him? Who do you fly him with? Is he worth taking over other Deltas?

His initiative seems more useful overall than his ability (much like Tallie in the RZ-2); with that in mind I think he has a place a lean I5 flanker.
Plo is good with 7th Fleet Gunner ARCs. Plo, Wolffe w/ 7th Fleet Gunner, Jag w/ 7th Fleet Gunner and Tucker is something I've tried and is fun. Competitive? IDK...but it's cool.
