When its a team's turn to activate, they don't get to activate 1 ship per player, they have to choose one ship amongst all of their players ships to activate... That's one of the Grand Admiral's responsibilities to break up fights on, if need be

So you're only ever passing the activation of a single ship. Rather than a whole team's worth, if that makes sense.
