When to call a judge for castleing

So I'm watching Nathan Eide on YouTube. Top 16. For three turns he castles Jake and Nora.

If I run into a simular situation at a Regional, is it bad form to call for a judge after the second turn of someone doing this?

If at least one ship is moving, this is not castling.
(In this match, the YT was moving.)

Is no ships are moving, you call a judge after 2 turns, if no ships are moving on the next turn, the judge can discalify the player.

Ahhh. It's been awhile since I read the tourney rules. And if I would have posted AFTER watching the whole match, they mention the fact that one ship was moving so no castle.

Fortressing, is the official term for it.

So, there are states, when the players ships do not move, but they would not be able to pick a maneuver that would move at least one ship, in which case, it is not fortressing, because the player could not prevent it.

yup. it's next to impossible, but in theory you could end up in a situation (e.g. with 4 Lambdas on each side) where literally nobody could ever complete a move, until someone died, at which point, neither side is fortressing.

Agreed, it is next impossible, and even 99.99% impossible for BOTH players to be in this situation (i imagine at least One player could move One ship in some way) and it not be fortressing, but im sure they put that in there for that 0.01% chance that it Does happen during a big tournament and a huge argument would have erupted over it.
