K2-B4 Timing

What is the timing between activating K2-B4 and using a networked calculate to turn an eye to an evade on a vulture?

Can I use K2-B4 and wait for the opponent to decide if they take the strain before deciding to turn the eye to an evade using networked calculations?

Both effects you've mentioned i.e.

- Triggering K2-B4's ability;

- Using calculate token to change an eyball results to a positive results;

Take place in the Defender's modifying dice step and so they can be used at the order of preference of the defender.

Furthermore, close-to-nothing in X-wing happens in parallel. The game rules are applied sequencally. And so, nothing can really be triggered/resolved/activated between the Defender choosing to spend a calculate token to activate K2-B4's ability and the attacker having to decide if they want to take a strain token.

To sum it up, you can use both calculate-related effects to your full advantage, in any order you want. If you use the Tactical Relay's ability first - yes, you'll know the attacker's decision before you decide to use Networked Calculations.
