Mirumoto Raitsugu triggers his duel.

He then attaches Way of the Dragon, and duels an additional time.

The Way of the Dragon is discarded with Let Go.

A second Way of the Dragon is attached.

Can he trigger his duel a third time?

How does WotD work with Limits?
It's a constant ability, so when it leaves play it is no longer active.
Does the "additional time" increase the limit by 1, which gets lowered by 1 when the WotD leaves play?
Thus, the second WotD would increase the limit back to 2.

You have it correct. If Raitsugu triggered his duel twice (with a Way of the Dragon) which then saw it get discarded and a new copy played, he could not trigger his ability again as he has already triggered it twice and Way of the Dragon increases the limit to twice per round.
