If my vulture droid is on a rock with a little extending in-front using grappling struts, would my shots be obstructed by it? Or does the "Ignore obstacles at range 0" mean that I ignore the effect while firing? And if so, are incoming shots at me obstructed by that rock?

Well obviously the shots are only obstructed if they're obstructed, yes.
If the closest point to closest point line goes through the obstacle, the attack is obstructed. In that instance, your attacks do not incur the extra defence die, theirs do.
To add to that, the reason for that is that it's always the Attacker that check to see if the attack is obstructed.
So for example, if a B-wing is attacking a vulture on a rock, the B-wing would measure range, check the closest line, and see that the attack is obstructed. The vulture gets +1 defense die.
In return, the vulture (with grappling struts) attacks and checks range, check the closest line, and it goes through the asteroid that it is standing on BUT it ignores the asteroid at range 0 with grappling struts, so the shot is not obstructed, the B-wing roll it's normal amount of evade die.
Also good to remember, a vulture can only ignore the rock it is a range 0 off, with grappling struts. So it is still possible to have a shot be obstructed by another obstacle not at range 0.
