A delta is flying with CLT, supported by an ARC with 7fg

the delta is in range one with a focus token, the 7FG boosts it up to 4 dice, and rolls all hits. would the CLT and then the focus token add a 5th hit?

Yup. 7fg only cares how many dice you start with, not how many you end up with.

CLT specifies it adds an eyeball result, while the gunner's restriction only cares about the number of dice you roll, therefore the two are compatible in the situation you describe.
