Fine-Tuned Controls while stressed? [Answer is NO]

Can a Delta-7 [besides Anakin or Ahsoka's ability] do a red maneuver becoming stressed and then use Fine-Tuned Controls?

I am so confused on this point and keep seeing different things on this. please help my sanity.

Stress will prevent the Fine-Tuned Controls action.
