[Ruling] Severed From the Stream

Can I play Severed from the Stream if we have a tied glory count? Duels are considered a game state change even if the duel can't do anything to the participants but it's not clear if a glory count is a state change or if the game will check the result of the count before playing. Similarly, can I play it if one player has no claimed rings? Can I play it if both have no claimed rings?

Severed From the Stream can be played even if no players have any claimed rings, and even if the glory count would be a tie. Simply having a glory count happen is a change in game state.
