I am sorry if this was covered elsewhere, but I was unable to find the clarification. When landing on an obsticle with grappling struts, do I suffer the penalty (dice rolling, stress) before opening?

Essentially: the "when you overlap" clause of both the struts card and the obstacle enter the queue at the same time and the controlling player chooses the order. There's little reason not to choose to open the struts first.
