If a Delta goes through a rock, can it still perform Fine-tune controls to boost/barrel roll?

With debris I would say no because you are stressed but what about the other 2?

Yes as long as the template for the reposition does not touch the obstacle in question.

I think ffg needs to redefine completing a maneuver means - it shouldn’t include flying over an obstacle

Of cause it should. And it does. The only thing that should prevent Fine-tuned controls is stress and partial execution of a maneuver.

For those curious on the exact definition of Fully vs Partially executed maneuvers, here's the current definition from the Rules Reference (1.0.2) p14:

" OVERLAP
While a ship executes a maneuver or otherwise moves , it Overlaps an object if the ship’s final position would physically be on top of an object.
A ship Fully executes a maneuver if it does not overlap a ship. If a ship executes a maneuver and overlaps a ship, it must Partially execute that maneuver by performing the following steps: ... "
