Here's a big technical question.

I'm in a very rural area with crappy cellular internet with data caps. I'm trying to find ways to limit how much data is used per game. I'd also like to be able to practice offline.

I've noticed when setting up a game, a lot of data has to be downloaded such as maps and miniature's. Is there a way to download all that data and save it to my PC so that the game doesn't have to download them each time?
