Just a quick question, for command upgrades:

1. Do abilities like strict orders work only within a certain range

2. Do upgrades like improvised orders and strict orders only work if that commander is the designated leader this round

3. So would a card like commanding presence affect both leaders or only the one with the upgrade

1. Strict orders only works on units with a faceup activation token or in other words units you have given orders to. In order to give a unit orders it must be in range of a commander (forget the actual number), be in range of a comms relay upgraded unit that is in range of a commander, or have certain comms upgrades.
