If I have one Upsilon in a list should it be Tavson or starkiller with Phasma?

Probably Tavison. I have a hard time seeing Phasma as particularly relevant right now since she can't double stress and it's hard to keep an upsilon at range 1 in any meaningful way.

Phasma is good but tavson hands down is the best upsilon, probably the best first order ship
