I haven't compared it to the rules dump you mentioned though.

Rebel Han pilot is officially a dice mod while not being a reroll.

I think the Kanan/Interial Dampeners ruling is different.

However, folks went mostly by the way that 1e Kanan worked, and the fact that they don't really look like they have the same trigger. I viewed it the other way, too. I mean, if it was obvious, neither FFG nor the various marshals would have had to weigh in on it.
