Here are my thoughts on a couple competitive CIS lists. Energy shells are bonkers and Hatred and Grievous go really well with Maul. K2-B4 seems easier to trigger than the other 5 point tac upgrade. Kraken would be nice if it fit in the list, but I couldn't make it fit.

Modified the Maul list slightly to make the vultures a little more durable and tractor beam might not be terrible for them. Also after playing CIS some more, I'm not sure if vultures are good enough for competitive play. Some version of double infiltrator with a bulbasaur might be the way to go.
