Trouble Fitting Character Idea to Career

From what we see in canon the Inquisitorius was far more concerned with dousing the last fires of the Jedi from the galaxy than hunting random force-users, though that was also a concern. The whole focus on controlling Force-Users was centered around stamping out survivors of Order 66 and preventing the establishment of a new Jedi Order. As such, if the target in question for the rumors wasn't of an age that would make them a likely Padawan/Jedi, then the Inquisitors would consider them low priority to investigate, especially considering their workload (12 Inquisitors + Vader in the maximum case to cover over 50 million inhabited systems means that most rumors would need to be prioritized and delegated). A newly awakened teen around the time of 19BBY would have no chance to be a Padawan survivor or Jedi from the clone wars, and unless the rumor included a report they were traveling with someone who likely fit the profile of a master training them, they wouldn't be a priority.

In my head canon the inquisition now also (unofficially) includes a department of 200 000 clerks tasked with sifting through, sorting and prioritizing reports. Their main office on Coruscant is dwarfed only by the Imperial palace and they have their own complete stormtrooper legion solely for janitorial duties.

One of the other possibilities is using the Training Saber and re-flavoring it to the Lightfoil, a known dueling weapon that young nobles used for fancy private duels. Training sabers aren't actually restricted by the empire IIRC and they use the lightsaber skill. This makes them perfect for Makashi Duelist characters.
