Using mobile or web? I'm on web, and the CIS has that slot on everyone but the Vultures.

If you're on a phone (mobile app) tap the words Tactical Relay on either a Belbullab or Infiltrator. If Tac relay isn't showing up reboot the app. If your issue is on a PC/Mac browser try refreshing the page.
