Title says it all^^ Say Nien dials in a 3-straight, uses Black One for a Tallon Roll, lands in arc and Range 1 from an opponent, clears the stress, gains the ion token, uses Statics to pass it along, clears the stress, takes an action from Pattern Analyzer. Yes or no?
Can Nien use Static Discharge Vanes to negate the negative effects of Black One?
yes, but you don't get rid of the disarm from black one, since you never gain the ion. you can even double talon roll that way and gain two actions from pattern analyzer. you'd need to land the first talon roll with an enemy at range one in arc to be able to slam, though.
No for a couple of reasons.
The first is that swapping the ion for a stress violates the 'replacement effects' rule, so he would keep the Weapons Disabled.
Second is that clearing the stress comes AFTER PA, not before. But that's more of a nitpick.
Folks are right that Nien would wind up keeping the Weapon's Disabled token. However, giving up a shot might be a worthwhile cost to get an Ion token onto someone. I was reading a blog post the other day which included the concept.

"BUT he can still hand that Ion off to a ship at range one, then take a stress for it (and using his ability clear the stress) for which he keeps the Weapons disabled. This is something very circumstantially useful. Say you end up behind Fenn Rau and you have the choice of maybe having a shot on him and taking an ion token for it OR you can keep the Weapons disabled but guarantee that he gets Ioned then that seems a very good trade. It’s a one use only thing, but the ability to lock down a high value target,= like Fenn, Poe or Vader for even a turn can be the difference between a win or loss. So we’re putting that on Nien that gets him to 71 points."
Yeah, but for 8 points? I'd rather invest them somewhere else.

Probably me too. But I guess it depends on what you're targeting. The context of PhilGC's list was a 2-ship T-70 build, and every upgrade slot is filled. Situationally setting Vader or Fenn Rau up for a kill next turn might be more useful in that matchup than having 1 fewer shield is in another matchup.
Yeah, but that is extremely circumstancial...
