Stress from the Red Boost prevents the Focus Action from Composure.

Short Answer: No, Composure would not trigger... and even if it did, you couldn't perform that focus action anyway.
Explanation: In this case, after Arvel used the boost action, the boost would not fail, but instead resolve in a non-standard way (as stated on the card: "If you would fail (a boost due to bump) resolve it (as a maneuver) instead"). Since (per the language on the card) the action never actually failed , Composure lacks a trigger to activate. Regardless, though, @Innese has the next part right: After performing the boost action granted by Vectored Thrusters, Arvel would receive a stress token... and as has been discussed elsewhere in this forum, a ship with stress cannot perform any actions unless expressly given the ability to do so.
Arvel's a pretty clear example of a replacement effect. 'Some abilities are substitutive in nature—they replace how an effect would normally resolve. These abilities use the words “would” and “instead.” When a replacement effect resolves, the replaced effect is treated as having not occurred.' (Rules Reference, Abilities, p.2). "If you would fail" and "[do this] instead" key us into the fact that Arvel is replacing the boost action's fail--instead it didn't fail. As such, Composure couldn't trigger: there isn't a failure to bite on.
