A PC, Devaronian, lost his arm in my game and wanted a Large obvious replacement with the Strength upgrade. (AKA Hellboy)
Are there any? or should there be any baseline Hard Points to add other mods/effects?

Edge Corebook page 173.
Cybrnetic arm, brawn +1
The only other option is to use the cybernetic crafting rules from Special Modifications.
Exactly how the arm looks is just fluff and should be up to the player, so using the default +1 Brawn option should work perfectly

With enough advantages, you can do some crazy things.
Has anyone given cybernetics Hard points to add other surprise abilities, like maybe a stun punch, or add qualities like concussive, ion, knockdown, etc. too much gets overpowered, and a good tech can add HPs.
Does 1 or 2 base, give too many options to create something overpowered?

To do this, I would make the character use the Cybernetic crafting rules to make a cybernetic and buy the "inbuilt weapon" result (4 advantages or 1 triumph). This lets them build in one Encumbrance 2 or smaller weapon into the cybernetic. Then, just use the weapons hardpoints to mod it as normal. This is of course assuming the inbuilt weapon is a brawl weapon of some kind
If the character is not a mechanic themselves, letting them buy such a cybernetic should be possible too
I built some NPCs with some assorted cybernetics who were bounty hunters who had to many run ins with lightsaber and vibroblade wielding bounties.
The rules for number of cyber items a character can have work well, but typically don't allow for general grevious types often. In the cyberpunk 2020 rpg in the various incarnations characters with lots of cybernetics suffered cyberpsychosis, a kind of madness as they lost their humanity. Many of my cyber bounty hunters suffered from poor quality equipment. So if my players craft cyyber stuff, a roll or three threat or a despair can cause this kind of flaw.
