There are no rare cards in LCGs. Everyone gets the same number of cards. Granted the Core Set comes with 1 copy of each and some people will play with 3 Core Sets (not me). But still the cards are not rare, they are classified as being "fixed". Just like the story cards in CoC's CCG days.
