Might be a bit controversial, but it ment to spark conversation. We are looking at the weight your activations bring to the table, and when less activations might be more.
Armada Monday Minutia ( a little late), pulling your weight
Doesn't seem terribly controversial when the point is "pay attention to why you're including a given ship and get full use from your assets." I do feel like it was lacking a little clarity on why you would include activations in the first place, though. Namely that they enable you to use the combat resources you do bring more effectively while denying your opponent optimal usage of theirs. For instance, staying out of range of an Ackbar shot as they move into an ISD kill zone? That's an extra shot you wouldn't have had and an enemy salvo you didn't have to take. Or the ability of the ISD in the first example to choose repair commands instead of squadron, meaning (combined with Comms Net passing tokens banked round 1) 6 engineering points for up to 3 rounds. Choices like these are what make it a complicated trade off in the first place.
