From the wave IV announcement:
In addition to the eleven movement templates, you’ll also find a range ruler base and four range ruler segments that can be used individually or combined to make your measurements quick and precise.
Any ideas why there are 4 segments?
Deluxe range ruler allows players to shoot at range 4.

It's likely a practical thing: you have one for R1 and the other 3 segments are connected to make the R1-3 range ruler.
Or as stated above, HOPEFULLY it portends that Epic X-Wing is closer than anyone expects.

the 5 segments can be used for 1.0 epic, but yeah, future proof for 2.0 epic, if it comes. Also, having the 5 segments allows someone to have both a range 3 and range 1 built to check ranges quickly instead of having to always pop a section off the end.

Doubtful. If the picture can be trusted there is no range 2 in the package. There is a base and 4 segments as per the blurb. All range 1.
