I am looking for a good deck with a nautical theme. Has anyone already done this?

Your best bet might be with a standard Cirdan, Arwen, Galdor Noldor deck with To the Sea, To the Sea. Many players use Erestor in place of Galdor.

Aside from the Noldor decks, Na'asiyah would be your only hero with nautical experience.

Imrahil, as Prince of Dol Amroth, can probably be said to have a mild maritime theme, though his synergies generally work with Gondor- or Silvan-related decks, neither of which are particularly nautical.
