Depends. Remember Invocations are once-per-scene per technique, succeed or fail, whilst kata can be used repeatedly.

That said, that sidebar says this doesn't apply in conflict scenes and you'll be hard-pressed to use kata - repeatedly or not - outside conflict scenes at all. I don't think it's much of an argument here.
