So if Lando lands on an asteroid or debris, but fully executed the blue, he can still do his free action, right?

Second to that, if Lando does a blue through or onto debris, does he get his free action before the stress? It looked like yes based on timing, but couldn't tell for sure.

he can always hand out an action, even to himself, after he fully executes a blue maneuver, yes.

if he's stressed, he cannot perform said action. if he overlaps debris, he receives stress during the check difficulty step of executing the maneuver. so he will receive the stress before his pilot ability triggers, thus being unable to perform actions.
