Here's a possible problem I see, though it is pretty narrow: motti interdictor. I guess that has enough of its own penalty built in... you have to take a motti interdictor for this to work 😂

Have you tried it? I'm curious what happens on the table. Its usually difficult to foresee exactly what happens and the interactions that can happen.
Tried 200pt games for the first time last week, I put a half points rule in from the outset, I knew I would likely be running a large ship and I think it worked well, my opponents played small ships so it only put me at a disadvantage. First game my opponent out played me in the opening turns, game ended with one of his Mc30s dead and my ISD on 2 hull with no shields at all, which me it a 6-5 to me, if we hadn't used this rule it would have been a 9-2 to me which wouldn't have been a fair reflection of the game.

Yep. this is pretty much the circumstance that I'm talking bout when considering this rule
