Rolling zero dice is not the same as not rolling dice. A ship with zero agility still can have that value modified by a Stealth Device (heh), or gain extra defense dice when defending at Range 3 or via an obstructed attack. Contrast with the effects of Homing Missile's replacement effect, which stops dice from being rolled entirely.
