Hi. Can you use two(or 3) of the same modification upgrade if it's listed as unlimited? Talonbane Cobra has 3 mod slots. Can he use 3 shield upgrades? There's no black dot on the card.

You cannot equip more than one copy of any upgrade card to a single ship (p.19 of the Rules Reference).
