Yes you do. Performing the manoeuvre without bumping into anything is what the game calls fully executing the maneouvre.

Any attempt to perform a maneouvre counts as executing it (not fully).

Even if all you do is reveal your dial? And no movement?

Yes. As I've said - any attempt to do it counts
