Torani Kulda and his bullseye arc

I played a game last night and my opponent had Torani Kulda. His ability states that after he "performs an attack each enemy ship in his bullseye arc suffers 1 damage unless it removes 1 green token.".

I had my ships lined up to attack his other ships with all but 1 outside of range 3. He attacked my ship in range (not in his bullseye arc) and then claimed that two of my other ships that were in front of Torani but beyond range 3 took a damage because they were in his bullseye arc even though they weren't in range to actually shoot at. I was under the impression that "arc effects" all still required targets to be within range 0-3 and arc. We were playing a timed game and I didn't have time to search the rules so we played it his way and he ended up doing a fair amount of damage to two of my ships from across the board (those two ships were engaged with some of his others, but one of mine was in range of Kulda so every time he attacked my one ship he auto hit/stripped tokens from the other ships across the board.)

I checked the rules reference and under the "Arc" section it states a ship is "in arc" if it is in range 3 of any arc. I can't find anything to indicate that Kulda's bullseye arc extends indefinitely and his ability specifically states a ship "in your bullseye arc". I'm fairly certain we played this wrong and I shouldn't have triggered his ability outside range 3.

Am I mistaken on this? Does Torani's bullseye arc ability extend beyond range 3 indefinitely? It seems crazy that Torani can hit a ship across the board with his ability.

You are correct, Arc-related abilities without a specified range are 0-3 by default.

Thanks (super quick reply too!!). I was 98% sure I was right, but didn't want to argue and like I said, it was a timed game at a store event so I didn't have time to go looking for rules.

Glad to know I was right on the correct way to play it. That's a bummer though... He ended up stripping all three shields off my U-wing, and a focus off a Y-wing lined up with a range 1 shot on one of his other ships, all from basically his board edge, way outside of range 3.

always call for a TO to make a ruling if you're unsure about a certain interaction. your opponent didn't play fair.

It was just a local event at my FLGS and it was my last game so it wasn't going to change my standing much. It might have had a small chance of swinging the outcome slightly in my favour for MOV points, but overall it wouldn't have changed a whole lot. I don't think he was doing it maliciously, I think it was just a misunderstanding of the rules on his part, and I'm still really new to competitive play. The TO was busy also running the store and was only in and out of the room so I didn't worry too much. I managed to move most of my ships out of the way, so it wasn't too big a deal. If I play him again and he uses that ship I'll point it out though.

ARC
An arc is an area formed between the lines created by extending hash marks or arc lines printed on a ship token to range 3. A ship is in an arc if any part of its base is inside that area.

Oh man, that stinks. You should have quickly just verified with the local judge or an adjacent player.
