Strain vs. Stress: what is scarier?

Strain seems to be designed to work a bit like a tractor token in that it is only supposed to hang around for one turn of shooting or less if you get shot at. I see the potential of stress as an aggro tool to protect damaged or weaker ships. Like a tractor token or a range 1 shot I can see strain being a means to tempt players into shooting at a ship that isn't their first choice target.

I’d rather take 2 unmodded dice from a friendly Y-wing than anything my opponent may throw at my reduced agility.

I just felt so bad, seeing them just sitting on the store shelves, month after month...
